PhD in Ottoman studies. Senior research fellow at the Armenian National Academy of Sciences. He is the author of The Blood Tax: Devshirme, which discusses human resource management in the Ottoman Empire. He has written more than ten scientific and fifty analytic articles for academic journals. He is also the head of the School for Young Leaders, also located in Armenia.
